PCL Welcomes Rear Admiral (Ret’d) Steven Waddell to Strengthen National Defence and Federal Strategy
When a global industry enters a decade defined by major nation-building investments, the organizations best positioned to lead are those that understand the terrain—political, operational and strategic. That is exactly why the PCL family of companies has brought Rear Admiral (Retired) Steven Waddell, CMM, MSM, into its senior leadership ranks as Deputy National Director, Defence and Federal Government Relations.
Announced from Edmonton, Alberta, the appointment took effect on October 20, 2025, marking a significant step for PCL’s integrated national strategy as Canada advances one of the most consequential periods of defence and security infrastructure renewal in a generation.
“Steven’s deep understanding of federal infrastructure planning and procurement, combined with his leadership experience, will be invaluable as we pursue opportunities that support Canada’s defence and security priorities,” said Paul Knowles, Senior Vice President and District Manager for PCL Ottawa.
A Strategic Voice at the Heart of Federal Decision-Making
Based in Ottawa, Steven Waddell will serve as a unifying force across PCL’s Canadian Buildings and Civil Infrastructure divisions. His role focuses on aligning corporate capabilities with federal government priorities—particularly the growing portfolio of defence and security projects expected to roll out over the next decade.
From modernized bases and advanced training facilities to critical national infrastructure, these projects are set to drive transformation across Canada’s defence landscape. Waddell’s arrival positions PCL to engage more deeply, more effectively and with strategic clarity.
A Leader Shaped by 35 Years of Service
Steven Waddell brings more than three decades of distinguished service with the Canadian Armed Forces, punctuated by operational command, strategic leadership, and global mission experience.
His career includes:
- Commanding Canada’s west coast naval base, one of the country’s most complex military hubs
- Serving as Deputy Commander of the Royal Canadian Navy
- Leading global deployments focused on counter-terrorism, piracy disruption and continental defence
- Holding advanced degrees in strategic studies and national security
Waddell’s understanding of federal operations, defence infrastructure priorities and mission-critical requirements offers PCL rare insight at a pivotal moment—when Canada’s modernization agenda demands both speed and precision.
Positioned for a New Era of Defence Infrastructure
With federal investments accelerating and security-related projects expanding across the country, PCL’s appointment of Waddell signals a deliberate move to strengthen its national defence presence.
This is not simply about expanding business—it is about contributing meaningfully to the resilience, modernization and long-term readiness of Canada’s defence and security architecture.
And with Steven Waddell now part of its leadership, PCL is reinforcing a clear message: it intends to be at the forefront of delivering the infrastructure that will define Canada’s next generation of national capability.
